Advisor III, Refining Capital and Budget Job Posting Location Phillips 66 & YOU - Together we can fuel the future As an Advisor III, Refining Capital and Budget in our Refining organization, you will play a key role in shaping the long‑range capital plan and annual budget that guide our refining portfolio. You will partner with leaders across the business to turn complex data and market insights into clear, actionable recommendations that support capital investment decisions and long‑term strategy. This role offers broad exposure to senior decision‑makers, cross‑functional partners, and the full value chain of our refining business. What You'll Do Lead the development and coordination of Refining's annual budget and capital long‑range plan (LRP) submissions, aligning site inputs with overall business strategy. Interpret strategic needs and business performance for Refining, translating financial, market, and operating data into insights and recommendations for capital investments and portfolio decisions. Develop, update, and maintain budgeting and economic forecasting models, including price decks, scenario analysis, and demand forecasts in partnership with site, commercial, economist, and value chain optimization teams. Prepare business cases and decision support materials for project and contract reviews, working with strategy, engineering, and capital leaders to evaluate alternatives, risks, and expected returns.
