Position may be filled at any of the below locations: Whitehall, OH: - $131,245 - $170,624 New Cumberland, PA: $143,913 - $187,093 Fort Belvoir, VA: $143,913 - $187,093 Duties As a Supervisory Human Resources Specialist (Empl Rel/Labor Rel) you will be responsible for the following duties: Serves as a senior technical expert and program manager for the agency's Labor Relations, Employee Relations, Performance Management, SAPR and Drug Testing programs. Advises all levels of management on HR issues, including contract interpretation, partnership initiatives, and disciplinary actions. Acts as the primary contact for labor-management matters, including grievances, unfair labor practices, and sharing information with union officials. Represents management in third-party proceedings by preparing cases, advising, and participating in labor-management negotiations by developing management's position. Develops and conducts training for supervisors and employees on HR topics like employee relations and performance management. Planning, directing, and supervising HR specialists to meet strategic goals, assigning work based on priorities, setting schedules, and ensuring task completion. Resolves employee complaints and grievances, handles minor disciplinary actions, and refers serious issues to higher-level management. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
