About this role
Human Resources Specialist (Employee Relations) Alexandria, Virginia Summary This position is located in the Washington Headquarters Services (WHS), Human Resources Directorate (HRD), Labor and Management Employee Relations (LMER) Division. The division directly supports the Office of the Secretary of Defense (OSD), WHS, the Pentagon Force Protection Agency (PFPA) and other organizations serviced by the Washington Headquarters Services Duties Incumbent typical work assignments may include the following: Advises management on the merit and procedural requirements for all disciplinary and adverse actions, based on applicable laws, regulations, administrative authorities, and MSPB case law. Provides expert advice and support and develops or updates policies and programs pertaining to areas of responsibility; implements and evaluates such policies and programs. Represents the OSW in meetings with OPM, MSPB, and other Federal departments and agencies on matters involving discipline, adverse action policy, and other issues of special concern. Provides technical assistance to the agency representative in MSPB appeals and/or serves as the agency representative. May be called upon to testify as a technical expert in MSPB appeals. Analyzes grievance related programs and recommends changes in policy, processes, and procedures. Analyzes and evaluates leave administration requirements, recommends policy and procedural changes, and serves as the technical expert on leave administration. Education There is no substitution of education for the qualifying experience at the GS-13 grade level.
