Continuity of Operations (COOP) Planner Emergency Management Specialist Washington, District of Columbia Summary This position is located in the Emergency Preparedness Division of the Security and Emergency Preparedness Directorate (SEPD), Office of the Chief Operating Officer (COO). The position description number for this position is 464994. The salary range indicated reflects the locality pay adjustment for the Washington, D.C., Metropolitan area. This is a non-supervisory, non-bargaining unit position. Relocation expenses will not be reimbursed for the person(s) selected for this position. Duties The incumbent is an integral part of a small team responsible for Continuity of Operations (COOP) Plan development and maintenance, emergency preparedness staff training, exercises, plan review and development, incident response and recovery, rotational on-call duty, and emergency preparedness contract management. Attends meetings and conferences as necessary. Incumbent must have experience with writing and maintaining Continuity of Operations (COOP) Plans. DUTIES Formulates and drafts to the Library of Congress (LOC) COOP Plan and ensures the format and content are up-to-date and accessible. Develops, evaluates, and ensures implementation of training and technical concepts, policies, and procedures for Continuity of Operations (COOP) support to ensure the continued functioning of the Library under all conditions. Leads the COOP Plan Working Group and works closely with Office of the Chief Information Officer (OCIO) counterparts to ensure the maintenance of the COOP Plan. Works with key stakeholders at Library facilities to implement COOP exercises to test effectiveness of LOC COOP Plan. Regularly assess LOC COOP Plan and make recommendations for improvement.
