Partnership Portfolio Analyst Fort Meade, Maryland Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Cyber Command in Fort Meade, Maryland. Duties Managing and collaborating on Regional and Country Cooperation Plans that support the U.S. Cyber Command Campaign Plan, Combatant Commands' Theater and Regional Campaign Plans, Partner Objectives and U.S. Country Team Strategic Objectives. Develop, analyze, and advise on planning process products including mission analysis, estimates, and course of action analysis, CONOPS, and plans. Evaluates, prioritizes, and synchronizes proposed cyberspace security cooperation activities in assigned area of responsibility and provide Branch/Division Chief with concise and thorough recommendations to approve or deny each activity. Conducts research on the area of responsibility to maintain up to date expertise on the state of political affairs in the region. Represents the branch at action officer level conferences and meetings. Prepares written after action reports of conference and meeting agendas/topics. Prepares clear, concise, timely and properly formatted responses to staff action taskers. Serves as a broad policy expert on the philosophy behind policies in the area of responsibility and provides insight to other stakeholders on various obstacles encountered in achieving objectives.
