Energy Manager Aberdeen Proving Ground, Maryland Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel in the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Energy Manager for IMCOM, DPW, Engineering Division, Army Energy Program at APG, MD. Developmental and preparatory position with assignments and training directed towards advancement to the full performance level. Position may be filled at the GS-12 or GS-13 grade level. Duties Serves as the Energy Manager for the US Army Installation Management Command (IMCOM) Directorate of Public Works (DPW) Engineering Division's Army Energy Program at Aberdeen Proving Ground. Responsible for directing, administering, and performing work concerned with energy management plans, conservation and resilience operations, and utility related matters at an IMCOM Garrison. Manages and implements the Army Energy Program with the goal of developing policy and directives to reduce energy costs and to support stewardship of resources, readiness, and sustainability. Serves as a technical expert on facility energy utilization in support of the Army Energy Program. Acts as the Contracting Officer's Representative (COR) for all energy related contracts directing and controlling material acquisition and overseeing construction progress and quality, intervening into the process as necessary. Prepares all energy-related responses to outside audits, inspections, and surveys; represents the installation in dealing with other agencies.
