Public Notice - Facilities Operations/Management (Direct Hire) Multiple Locations Summary Positions advertised are in various organizations at Kennedy Space Center and Johnson Space Center. NASA may fill positions in any of the following grade levels listed in this announcement (GS-11/12/13/14 levels). Duties Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Directs enterprise-level facility operations programs encompassing the operation, maintenance, repair, and improvement of NASA facilities, utilities, grounds, and infrastructure across multiple installations. Leads enterprise-wide facility audits, surveys, and investigations including energy consumption, systems reviews, and safety assessments and presenting those findings and recommendations to senior management. Serves as the senior technical expert and advisor on complex facility operations issues, resolving the most controversial problems and providing authoritative guidance to executive leadership. Oversees major operations and maintenance contracts, directing contractor performance audits, ensuring compliance with specifications and regulatory requirements, and resolving significant performance issues. Develops and implements agency-wide facility management policies, standards, and procedures based on analysis of industry practices, emerging technologies, legislative changes, and agency guidance. Researches and analyzes long-range facility needs, evaluates new technologies and processes, and recommends solutions to critical infrastructure, safety, and operational challenges with agency-wide impact.
